How to View Housing Delivery Authority (HDA) Data

Check your property's HDA status.

Track NSW projects moving through the Housing Delivery Authority's fast-tracked approval pathway, directly on the Landchecker map.

The Housing Delivery Authority (HDA) is a NSW Government panel set up to speed up approvals for large residential projects. Developers submit an Expression of Interest (EOI) to the HDA, the HDA assesses it against published criteria and recommends to the Minister for Planning and Public Spaces whether the project should proceed as a State Significant Development (SSD).

Landchecker now surfaces this data as a new section within the Planning Permits/DAs panel, so you can see which sites in your area are being fast-tracked and what stage each one has reached. HDA is only available to Advanced and Enterprise plan members, in the same way as VCAT appeal status and Permit Type filtering.

What Housing Delivery Authority Data Shows

HDA data shows where a residential project sits in the fast-tracked SSD pathway, separate from the standard local council DA process. This includes the project's EOI reference, whether the HDA has recommended it for the streamlined pathway, the Minister's decision, and the number of dwellings proposed.

This is useful for tracking major residential developments that bypass the usual council assessment timeframe, since these projects can move from EOI to Minister's decision faster than a standard DA.

How to turn on the Housing Delivery Authority

To view HDA data on the map:

  1. Enter a property address in the search bar, or click on a property on the map

  2. Click the clipboard icon in the layers menu on the left side of your screen

  3. Select Planning Permits to activate the layer

  4. Click the Planning Permits/DAs menu that appears

  5. In the side panel, click Housing Delivery Authority to expand the section

Properties with an HDA record appear highlighted on the map, colour-coded by their current status.

Filter Permits by HDA Status

Under the Housing Delivery Authority section, select or deselect the following statuses to control what appears on the map:

  • Declared SSD — the Minister has accepted the HDA's recommendation and declared the project a State Significant Development

  • Deferred — a decision on the project has been put on hold

  • Alternative SSD Pathway — the HDA has recommended the project proceed through the existing SSD process instead of the new streamlined pathway, and continues to monitor its progress

  • Not Declared — the project was not recommended by the HDA, or was not accepted by the Minister, and does not receive the fast-tracked pathway

  • Withdrawn — the project has been withdrawn from consideration

  • Other — the project doesn't fall into one of the statuses above

You can select multiple statuses at once. For example, to see only projects that have been declared or deferred, deselect Alternative SSD Pathway, Not Declared, Withdrawn and Other.

View HDA Details for a Property

To see the HDA record for a specific property:

  1. Search for the property address or click on it on the map

  2. In the right-hand side property panel, scroll to the Housing Delivery Authority section

This section shows:

  • EOI Number — the reference number for the project's Expression of Interest

  • HDA Recommendation — whether the HDA recommended the project for the fast-tracked pathway

  • HDA Meeting Date — the date the HDA assessed the project

  • Number of Dwellings — the number of dwellings proposed as part of the development

  • Minister's Decision — the outcome once the Minister for Planning and Public Spaces has considered the HDA's recommendation, such as Declared SSD by Minister (HDA Pathway)

  • SSD and CR — whether the declaration includes concurrent rezoning (a simultaneous change to zoning, height, or floor space ratio controls for the site)

  • Type of Residential Accommodation — the category of housing proposed, such as residential flat building, seniors housing, or co-living

  • Link to HDA Briefing — click through to the HDA's published briefing document for the project
